Our senior leadership team brings a wealth of public and private sector experience to the management of the Corix Group of Companies.

Lisa Sparrow

President and CEO


As President and CEO of the Corix Group of Companies, Lisa is responsible for establishing strategic direction, setting organizational mandates, and positioning the organization to effectively deliver on its objective to build, own and/or operate regulated and contract water, wastewater, and energy utilities across North America. She is committed to establishing the Corix Group of Companies as trusted members of our communities, providing safe and reliable services to our customers.

Lisa joined Corix subsidiary, Utilities, Inc., in 2002, and previously served as Chief Operating Officer (Corix US Regulated Utilities) and President and CEO of Utilities, Inc. She has over 25 years of experience the in manufacturing, energy and infrastructure sectors, and is an active leader in the professional utilities community. Lisa was appointed the National Drinking Water Advisory Council in 2009, the EPA Climate Ready Utilities Working Group later that year, served as Vice President and President of the National Association of Water Companies and was elected to the Water Research Foundation Board of Directors in 2014, where she remains a director.

Lisa holds a Bachelor of Science degree in Mechanical Engineering from Michigan State University and a Master in Management degree from Northwestern University.


Don Sudduth

Executive Vice President and Chief Operating Officer, Corix Contract Utilities


Don is responsible for leading and growing all US and Canadian energy and contract partnerships, serving wholesale and retail energy customers as well as the Military, Universities and other commercial customers in both regulated and non-regulated utility markets.

Don holds an Executive MBA from Crummer Graduate School, Rollins College; a Bachelor of Science in Engineering & Technology from Purdue University; and has certifications as an ISO 9000 Lead Auditor and in the Six Sigma approach to business efficiency processes. His professional affiliations include American Waterworks Association, National Association of Regulatory Utility Commissioners (NARUC), National Association of Water Companies (NAWC) and various charitable organizations.


Catherine Heigel

Executive Vice President and Chief Operating Officer, Corix Regulated Utilities


Catherine is responsible for the leadership, operations and growth of Corix's regulated water and wastewater utilities in the US and Canada.

Catherine joined Corix in 2018 and brings more than 24 years of combined legal, regulatory and executive management experience. Before joining Corix, she served as the Chief Executive of the South Carolina Department of Health and Environmental Control (DHEC) where she oversaw a workforce of 3,400 employees and a budget of $600 million. Prior to her role at DHEC, Catherine spent over 11 years with Duke Energy, serving in various legal and executive management capacities until her last role with the company as President of its South Carolina operations.

Catherine holds a Bachelor of Arts degree from the University of South Carolina, a law degree from The Ohio State University School of Law and an Advanced Management Program Certificate from The Wharton School of Business at the University of Pennsylvania.


Jim Devine

Executive Vice President and Chief Support Services Officer


Jim’s responsibilities include optimizing overall organizational effectiveness, developing solutions and ensuring support services and systems meet the organization’s needs. Jim joined Utilities, Inc. in Human Resources in April 2010, and became Vice President, Shared Services (Utilities, Inc.) in February 2014. He was appointed Chief Shared Services Officer (CSSO) for the Corix Group of Companies in May 2018.

Jim has 24 years of experience in business leadership in the service and utilities industries. Prior to joining Utilities, Inc., he was Director of Operations and later President of a privately owned regional commercial building services organization. He has also been a member and leader in many industry and professional associations and is a current active member of the Shared Service and Outsourcing Network. Jim has a Bachelor of Arts in Business Administration (BA) from Michigan State University, a Master of Business Administration (MBA) from University of Phoenix, and is a certified Senior Professional in Human Resources (SPHR).


Mark Orsmond

Executive Vice President and Chief Financial Officer


As Executive Vice President and Chief Financial Officer, Mark is responsible for leading and overseeing the Accounting, Finance, Tax and Treasury operations of the company, and also administratively oversees Internal Audit. Mark joined Corix in 2017 as interim Chief Financial Officer and was a senior executive consultant to the organization in 2018. In January 2019, Mark was appointed as Corix's Chief Financial Officer.

Mark was born in South Africa, where he worked mainly in corporate finance, responsible for number flotations, mergers and acquisitions, and financing on the Johannesburg Stock Exchange. In 2000, he immigrated to Canada when he worked as a senior management consultant for BC Hydro. Most recently, Mark was a key strategic investor and Chief Financial Officer of Nerd EMR Services Ltd., and over a ten-year period was the Chief Financial Officer of All-Sea Enterprises, helping build the company in the world's leading high-tech underwater inspection, repair and maintenance company.

Mark has a Bachelor of Accounting from the University of South Africa and is a Certified Public Accountant (CPA) and a Certified Management Accountant (Canada).


Bruce L. Anderson

Executive Vice President and Chief Strategy Officer


Bruce’s responsibilities include formalizing the company's strategic-planning processes; leading the development of strategy and translating it for employees across functions and business units; and establishing greater transparency and accountability for employees tasked with executing the strategy (including HR strategy). Bruce also assesses whether initiatives are in line with the company's strategy and business objectives.

Bruce joined Corix's Executive Management Team in January 2015 as Chief Human Resources Officer and assumed his current role in September 2019. He brings more than 30 years of experience in human resources leadership at large organizations with diverse businesses, programs, and services. Prior to joining Corix, he was Executive Director, Human Resources for the City of Toronto, where he was responsible for leading the human resources strategic direction for 35,000 employees and for supporting executive actions and senior leadership for 40 City Divisions and Offices, the Mayor, and City Council.

Bruce holds a Bachelor of Commerce from the University of Alberta, and a Master of Arts in Labor and Industrial Relations from the University of Illinois at Urbana-Champaign. He also holds a professional designation as a Certified Human Resources Executive (CHRE).


Shawn Elicegui

Executive Vice President Risk Management


As Executive Vice President Risk Management, Shawn is responsible for all governance, coordination and management of Corix's risk management strategy.

Prior to joining Corix in 2019, Shawn was the founder and managing member of SR 431 Consulting LLC and Elicegui PLLC, where he provided strategic advice and counsel to regulated utilities and other energy industry stakeholders. He previously served on the Board of Directors of NV Energy, Inc., an electric utility with annual revenues of approximately $3 billion. There he held various positions including Senior Vice President of Regulation and Strategic Planning and Senior Vice President of Business Planning, Regulatory and Legislative Strategy.

Shawn holds a BA in International Affairs, Political Science from the University of Nevada, Reno and earned his Juris Doctor (JD) degree from the University of California, Davis – School of Law.
